National ambulance plan for distribution and availability of ambulance care 2021
Each year, RIVM calculates how many ambulances will be needed in the Netherlands in the following year. The calculation for 2022 is that 652 ambulances will be needed on working days in the daytime; 10 more than in 2021.
On working days in the evening, 13 more ambulances will be needed, and on Saturdays in the daytime, 12 more will be needed, in comparison to this year. The ‘national ambulance plan for distribution and availability of ambulance care’ calculates the number of ambulances needed to provide ambulance care services in the Netherlands.
This model is based on a number of starting points regarding ambulance care in the Netherlands. Examples of this include ambulance response time – in other words the maximum amount of time that may elapse between the receipt of a request for ambulance support and the arrival of an ambulance at the place in question – as well as the distribution of the ambulance stations throughout the country.
In general, the calculation is based on an estimate of the number of ambulance trips and their duration of one year earlier.
RIVM used three different methods to correct the actual numbers of trips in 2020 and selected one method as the best one.
The Dutch Ministry of Health, Welfare and Sport, Ambulance Care Netherlands (AZN), and the Association of Dutch Health Insurers (ZN) have adopted this advice.
RIVM therefore used this method in the 2021 national ambulance plan. The Dutch Healthcare Authority (NZa) uses the results of the national ambulance plan in its calculation model for allocating the regional budgets.
